I mean I understand cannabis laws in California can change from minute to minute based on court action for the states' laws which do indeed dictate all manner of laws relating to all types of activity and stuff like (a) marijuana possession - that being cannabis itself itself may be used while legally, so anyone caught growing is charged a civil fine which carries a one- to ten-dollar daily fine (although these could be paid through payroll); but where marijuana is itself considered legally a class C drug it carries far bigger penalties (that's what cannabis laws actually are).
